6536     LETTERS OF NECESSITY FOR APPROPRIATION AUGMENTATION

The appropriations in the Budget Act for the Augmentation for Contingencies or Emergencies (Budget No. 9840) require that purposes for which funds may be allocated must be contingencies or emergencies which, in the judgment of the Director of Finance, constitute cases of actual necessity.  As a result, the Director of Finance requires a written "Letter of Necessity" from the head of each state department or agency when requesting either an augmentation from the Allocation for Contingencies or Emergencies (Budget No. 9840) or a deficiency authorization under Government Code Section 11006.  The letter should state why the additional funds are required to meet a case of actual necessity and the nature or cause of such need.   This letter, signed by the head of the requesting department, must accompany each request to the DOF for an allocation from the Augmentation for Contingencies or Emergencies (Budget No. 9840) or for deficiency authorizations under Government Code Section 11006.
