6700 INFORMATION TECHNOLOGY EXPENDITURES

In accordance with Government Code Section 13070, the Department of Finance (Finance) has responsibility for budgeting and control of expenditures for information technology activities in California State Government.
Established within Finance is the Office of Technology Review, Oversight, and Security (OTROS). The OTROS performs in the role of an information technology investment analyst, assisting Finance in ensuring the proposed expenditures on information technology activities represent prudent investments of public resources in the context of the expenditure's ability to deliver a meaningful business return. The OTROS reviews and makes recommendations regarding funding and/or expenditure authority requests commensurate with substantiated needs, as well as any necessary fiscal controls, to the Finance Program Budget Manager responsible for review of a department's budget. The OTROS provides the oversight necessary during an approved project's lifecycle, conducts in-depth IT assessments on projects and agencies as needed, and is the point of contact for IT security and operational recovery issues.
